Brown the ground beef and drain any liquid
In a medium saucepan add the butter.
Allow to melt over medium heat.
Add the whole milk/heavy cream and arrowroot powder.
Stir and allow to cook until mixture begins to thicken.
Add the cheese and allow to melt, stirring frequently.
Once cheese is melted, add the ground beef and salsa and mix well.
Refrigerate any leftovers (although there probably won't be any!)
